Disaster Management

Disaster:-  Dangerous  events  that  occur in the environment is called as disaster. 

  • The main natural disaster are flood, wet and dry famine, cyclones, earthquakes, volcanoes, etc.
  • Because of this disaster changes occur in the environment.
  • Excessive use of natural resource for development leads to disaster this is called as manmade disaster.
  • Because of the disaster life in the area of disaster disturbs totally There is loss of both life and property of people in distress.
  • Types of disaster:-

Effects of disaster   :-

  • Collapsing of bridges.
  • Flooding of coastal area.
  • Shortage of food.
  • Collapsing of houses.
  • Cracks develop in land.
  • Forest fire.
  • Drought.
  • Affect on economy of the nation.
  • Huge expenses on reconstruction.
  • Administration problems arise.
  • All concerned departments are affected by disaster entire system collapses.

Nature and scope of disaster:-

  • Pre-disaster phase.
  • Warning phase
  • Emergency phase
  • Rehabilitation phase
  • Recovery phase
  • Reconstruction phase

There are only three aspects important for common citizens:-

1)  Phase of emergency :-

  • In this phase maximum lives can be saved by quick actions.
  • Actions like search  and rescue operation ,medical assistance, first aid, restoring communication services
  • Removing people from affected area can be done.
  • Estimation of gravity can be done in this phase.

2)  Transitional Phase :-

  • Clearing of debris, restoring water supply, repairing roads.
  • Rehabilitation of the victims is important.
  • The mental stress at the earliest if these victims are offered with the permanent mean of earning.

 

3)  Reconstruction Phase:-

  • Phase begins in the transitional phase.
  • Reconstruction their buildings and facilities like road and water supply are restored.
  • Farming practices are restarted.
  • Disaster brings numbness to the mind.
  • Huge loss to life and planet earth occurs due to such disaster.
  • Natural imbalance have been arise due to greed of economic inequality , racial and religious difference.
  • Production and use of harmful chemicals is under ban in developed countries.
  • Atomic energy plants radiation is also threat to human life.
  • Many countries are equipped with atomic energy.
  • Risk of radiation leakage is increasing due to carelessness.  

Disaster Management :-

  • Disaster which occur may be major, short-time or long –time.
  • Disaster is a fast process in fact it is accident.
  • Disasters are never planned but losses due to it can be prevented in a planned manner.
  • Preparation of the action plan through study of various aspects like preventive measures, rehabilitation and reconstruction and executing the plan.
  • Disaster management can be divided into two parts.
  • Pre-disaster management.
  • Post-disaster management.

District disaster Management:-

  • Controlling the implementation of rehabilitation programme planning o is done by the collector.
  • Necessary instruction and review the entire system is done.
  • The district collector is responsible for designing the schemes for each district separately for each type of disaster and getting sanctioned from state level authorities.

District wise disaster control unit:-

  • Various  aspects of disaster, keep continuous contact  with various agencies like army, navy telecommunication  

First Aid and Emergency Action:-

  • There are different types of first aid offered to the person injured in disasters.
  • Due to our own unawareness we have to face some disaster.
  • Symbols are useful to avoid the mishaps.
  • There various types of transportation method in case of emergency.
  • Like cradle method, carrying on back, carrying on two hands.
  • It depends on the condition of the victim.
  • There are different types of disaster like accidents, stampede, injuries in fighting, electric shock, snake bite, dog bite, fire due to electric short circuit, epidemic of any diseases.
  • In such circumstances first aid is useful.
